Pet steps / pet stairs can be used with or without the cover. I have extra sets. They are so lightweight and easily moved from room to room. These pet stairs have been a god send for our elderly cat whose back end is going athritic. Really helped her to get up and down onto the sofa to join us, and especially up onto my bed which is her preferred place to sleep, but is particularly high for her.
